The Army Corps Engineers manages the Operation Blue Roof program, which is a priority mission, for FEMA. FEMA funds the Operation Blue Roof program through mission assignments. FEMA procures and delivers the blue plastic sheeting to staging areas where the Corps then manages distribution and installation. The Operation Blue Roof program provides a free temporary roof for residential structures, schools, daycares, and all publicly owned facilities. These temporary roofs provide short-term relief until the owner can make permanent repairs. The temporary roofs also prevent additional damage from occurring to the building and its contents and may be the difference between a resident remaining in the structure versus seeking temporary shelter.

Here are some facts about Operation BLUE ROOF:

  • To qualify for BLUE ROOF services, damage to the roof must be less than 50 percent and the area to be covered must be structurally sound for a crew to work on.
  • In order to have plastic sheeting placed on their roofs, homeowners must complete a right-of-entry form to allow government and contract employees on their property. Right of Entry (ROE) centers for affected counties are staffed by Corps of Engineers employees. For the center location in your county, call toll free 1-888-766-3258.
  • The Corps is covering roofs in the hardest hit counties first. Be patient. The Corps will respond to every person who has completed a ROE as quickly as possible.
  • In some instances, there may be a slowdown in installing plastic sheeting because of a national shortage.
  • Homeowners may also cover their roofs with free tarps provided by FEMA and issued through their local governments. Residents need to monitor the media for information on where to pick up the tarps.
  • The plastic covering and the tarps are temporary fixes designed to provide protection from the elements until the homeowner can make permanent repairs with a qualified professional.
  • US Army Corps of Engineers Provide Temporary Repairs Through the Blue Roof Program
  • The US Army Corps of Engineers provides a free temporary roof to residential structures through its Blue Roof Program. Citizens need to show up at sites set up across the city to sign up for the program.

It is important to use a local contractor when having major repair work on your home or property.  Why?  Our industry is not highly regulated and there are many under qualified contractors just trying to make a “buck”.   Many contractors feel they can call themselves local by disguising themselves as a local company.  How?  A company from Oklahoma may order cell phones with local area codes for its sales staff.  They may also order a P.O. Box that looks like a physical address.  ”Box #” will appear as “Suite #”.  Many of these companies also use magnetic signs on the work vehicles instead of permanent decals.

Things you can do as a homeowner to minimize your risk of being taken advantage of by a non-local company.

1) Call local BBB @ 817-332-7585

2) Ask for a copy of the contractors General Liability policy

3) Ask for a copy of current and past references (all legitimate contractors can provide references)

4) What type of warranty do they provide and ask to see it in writing.

5) Ask to see the sales persons drivers license

6) Ask to see a copy of the company’s lease or note for their office.
